Iran was a candidate of what has been dubbed the \u201cnonaligned movement,\u201d made up of 121 mainly developing countries.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Tensions over <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/iran-us-nuclear-timeline-war-146b4072f1f6cc43cfd3bde740313a5c\">Tehran&#8217;s nuclear program<\/a> escalated ahead of the Iran war, with President Donald Trump vowing to ensure the country cannot build an atomic weapon. Iran has enriched uranium to near weapons-grade levels, but Tehran insists its program is only for civilian purposes. <\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The meeting began as <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/us-iran-war-hormuz-april-27-2026-374d81d1aac6d8f19c21e1d1e10ab103\">Iran offered to reopen the Strait if Hormuz<\/a> if the U.S. lifted its blockade of Iranian shipping and ended the war, while delaying talks about the nuclear program.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Iran is a party to the Nuclear Nonproliferation Treaty, which requires the country to cooperate with the U.N. nuclear agency. But Iran has not given inspectors from the International Atomic Energy Agency <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/iran-nuclear-iaea-resolution-inspectors-uranium-d66a8ab6147e43bc7f544c76e063db80\">access to nuclear sites<\/a> that were <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/iran-nuclear-uranium-enriched-trump-war-1fd6de24bd1e6c3a4945d58d3f777462\">bombed by the U.S.<\/a> last June.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Christopher Yeaw, U.S. assistant secretary of state for arms control and nonproliferation, said that while there may be differing views about Iran\u2019s ultimate intent and how to address its program, Iran has shown &#8220;contempt\u201d for its commitments under the treaty.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cRather than choosing to use this review conference to defend the integrity of the NPT and call Iran to account, we instead elect Iran a vice president,\u201d Yeaw said. \u201cIt is beyond shameful and an embarrassment to the credibility of this conference.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The United States was backed by Australia and the United Arab Emirates. The United Kingdom, France and Germany \u2014 parties to the 2015 nuclear deal to curb Iran&#8217;s nuclear program that Trump pulled the U.S. from in 2018 \u2014 also expressed \u201cconcern.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Iran&#8217;s ambassador to the U.N. in Vienna, Reza Najafi, called the U.S. allegations \u201cbaseless and politically motivated,\u201d declaring its opposition to the U.S. as a vice president of the review conference.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">He said the United States was the only country to use nuclear weapons and accused it of expanding its nuclear arsenal in violation of the treaty and obstructing progress toward a Middle East free of nuclear weapons by supporting Israel.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Equally alarming, Najafi said, are the U.S. and Israeli attacks twice in less than a year on Iran\u2019s \u201cpeaceful nuclear facilities,\u201d which he called \u201ca grave violation of international law and a direct assault on the integrity of the global nonproliferation\u201d regime.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Russian Ambassador-at-Large Andrey Belousov, head of its delegation to the conference, objected to singling out Iran and expressed hope that the criticism and \u201cpoliticization\u201d starting on day one will not affect the outcome, which he expressed hope will be successful.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Also Monday, Iranian Foreign Minister Abbas Araghchi met with Russian President Vladimir Putin, Russian state news agency Tass said. Russia broadly has stayed out of the latest conflict even as it&#8217;s been floated as a possibility to take in Iran\u2019s highly enriched uranium.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">At the last treaty review conference in August 2022, which was delayed for a year because of the COVID-19 pandemic, Russia blocked agreement on a final document over its February 2022 invasion of Ukraine and references to Moscow\u2019s occupation of the Zaporizhzhia nuclear plant and shelling at Europe\u2019s largest nuclear power facility.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">At the opening session Monday, U.N. Secretary-General Ant\u00f3nio Guterres urged the treaty parties \u201cto stand together and safeguard humanity from the grave threat of nuclear annihilation.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">For the first time in decades, he said, the number of nuclear warheads is rising and nuclear testing is on the table.
