As a young man, he spent two years locked up there for robbery.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Now, he runs the place as the city&#8217;s new Department of Correction commissioner.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">In January, Mayor <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/hub\/zohran-mamdani\">Zohran Mamdani<\/a> tapped Richards to become <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2026\/01\/mayor-mamdani-announces-new-appointments--including-commissioner\">the first<\/a> formerly incarcerated person to oversee the city\u2019s jails. His office, inside a converted chapel, is across the road from his old cell block.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The aging dormitory where Richards was once an inmate before turning his life around was emptied of prisoners three years ago, due to deteriorating physical conditions. But on a recent visit, he stopped by his old 10-by-7-foot cell (3-by-2 meters) and reflected on how little seemed to have changed \u2014 except perhaps his perspective.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cIt doesn\u2019t give me bad feelings, you know,\u201d Richards said as he surveyed the graffiti-scrawled concrete walls, metal bed frame and sealed window of the tiny cell. \u201cI offended my community and committed a crime, and I paid my price for it. The truth of my story is a story of redemption.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Richards, 65, takes over at a critical juncture for the city&#8217;s beleaguered jails system.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">A federal judge in January appointed Rikers\u2019 first \u201cremediation manager,\u201d a new court-ordered position with wide authority to help <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/rikers-island-mayor-eric-adams-judge-ruling-e871d46e46ac100a54d5ac9c6d8b618f\">bring order to the unruly jail<\/a> following years of problems with violence and questions about inmate health care. Last year, 15 people died in Department of Correction custody, almost all from medical problems, <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/www.vera.org\/news\/nyc-jail-deaths\">according to<\/a> the Vera Institute of Justice, a criminal justice advocacy group.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">A deadline to shutter Rikers and move inmates to four smaller jails across the city is also fast approaching. A city law <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/6053d86faae64edbb315510e319c5a81\">passed in 2019<\/a> mandates the closure of all jail facilities on the 400-acre island, located just north of LaGuardia Airport, by 2027. <\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Richards, who started in February, believes his experience as an inmate, advocate and department leader has uniquely prepared him for the challenges ahead.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">As he tells it, he grew up in a troubled Bronx housing project, joined a gang at a young age, and quickly turned to selling drugs and committing crimes. He cycled in and out of jails for more than a decade. His last and longest stint was for robbery in the late 1980s.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">After being released from an upstate prison in 1991, Richards took a job as a counselor at the Fortune Society, a nonprofit that helps inmates reenter society. Over a three-decade career there, he rose to CEO. Richards also served in leadership roles at the city&#8217;s Department of Correction under former Mayor Bill de Blasio, a Democrat.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Ben Heller, a program manager at the Vera Institute, said Richards\u2019 appointment sends a \u201chugely powerful\u201d message.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cCommissioner Richards understands that treating people with dignity is not at odds with keeping communities safe. They should go hand in hand,\u201d he said. \u201cIt\u2019s clear from his own lived experience and professional expertise that he understands that we cannot incarcerate our way to safety.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Richards has pledged to work closely with Rikers\u2019 new federal overseer, Nicholas Deml. That&#8217;s a change, Heller said, from the administration of former Mayor Eric Adams, a former city police captain who <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/rikers-island-jail-reform-contempt-reform-nyc-57d73548e61a28675e80ac0a2d927064\">staunchly opposed<\/a> a federal takeover of Rikers.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cOur goals are not different,\u201d agreed Richards. \u201cWe all want safe jails. We don\u2019t want our officers attacked. We don\u2019t want people in our care attacked.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The administration has also taken steps toward closing Rikers. The process, though, is years behind schedule, and Mamdani <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2026\/04\/transcript--mayor-mamdani-announces-opening-of-first-of-its-kind\">has acknowledged<\/a> the 2027 deadline is \u201cpractically impossible to fulfill.\u201d <\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Earlier this month, the department opened a jail unit within the city\u2019s Bellevue Hospital in Manhattan that will house more than 100 people with acute medical conditions and serious mental illness who are currently held at Rikers. <\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Richards said the move allows the department to shutter a Rikers building dating to the 1930s this June while ensuring inmates receive proper care. <\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">He said the department is also working with court officials and prosecutors to ensure cases are processed efficiently so people don\u2019t linger at Rikers awaiting trial, and that those eligible for diversion programs are safely managed in the community and not in jails.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cWe do those things, we\u2019ll see the population decrease,\u201d Richards said.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">As mayor, Adams had opposed closing Rikers, saying he would rather rehabilitate it, and dismissed plans for smaller jails as \u201cflawed.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Rikers houses the vast majority of the roughly 6,700 people currently locked up in the city&#8217;s jail system, according to <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/www.nyc.gov\/site\/doc\/about\/doc-data-dashboard.page\">department data<\/a>. That\u2019s up from around 3,900 in 2020, but still down from the roughly 20,000 people in custody in the early 1990s. <\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The federal remediation manager, Deml, who previously led Vermont\u2019s corrections department, and a spokesperson for Adams didn\u2019t respond to messages seeking comment.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Richards says he plans to tackle violence in the jails by filling some 1,300 staff vacancies, which have led to long hours, unsafe conditions and ballooning overtime costs. The department employs more than 7,400 people, including more than 5,700 uniformed officers.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Correctional officers&#8217; union president Benny Boscio didn\u2019t respond to messages from The Associated Press, but has said he hopes Richards \u201cdemonstrates a commitment to putting safety and security before any political ideology.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Richards said he\u2019s also working to launch new jailhouse programs to help inmates better prepare for life outside jail, and he\u2019s committed to abiding by a city law restricting use of solitary confinement \u2014 a reform Adams had said was wrongheaded and <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/solitary-confinement-new-york-city-jails-e1d116f36825f49693944d32235198d1\">tried to block<\/a>.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cThis has been a system that society has said, \u2018Out of sight, out of mind.\u2019 Has not paid attention to, has demonized, has blamed, has ostracized,\u201d Richards said. \u201cAnd for me, those days are over. For me, we are gonna walk in the light. We\u2019re gonna lift this place up. We\u2019re going to lift the people who work here.
