Donald Trump’s Spending Bill Makes Progress as Medicaid Faces Cuts


Republicans have banded together to pass President Donald Trump‘s spending bill through a key House committee following a failed vote last week.

Why It Matters

House Republicans are working toward the passage of the “one big, beautiful” spending bill that would extend Trump’s 2017 tax cuts.

On the table are major cuts and changes to Medicaid, the national health insurance program that benefits more than 70 million Americans. The Congressional Budget Office has reported that the bill, if enacted, would cause more than 8 million people to lose their coverage.

What To Know

On Sunday, the House Budget Committee passed the bill. The move followed a failed attempt last week, when hard-line conservatives rebelled against specific provisions related to Medicaid and tax credits.

On Friday, GOP fiscal hawks—namely Representatives Chip Roy of Texas, Josh Brecheen of Oklahoma, Andrew Clyde of Georgia and Ralph Norman of South Carolina—blocked the bill from passing the committee.

They demanded that planned work requirements for able-bodied Medicaid recipients should be implemented earlier than 2029. After the group hashed out its wants with House Speaker Mike Johnson, all voted “present” on Sunday, allowing the bill to clear the committee.

Medicaid Changes

Under Republican plans, able-bodied adults under the age of 65 without dependents would be required to engage in a minimum of 80 hours of paid work or 80 hours of “community engagement,” such as voluntary work, to keep Medicaid coverage. Exceptions would be made for pregnant women and in cases of short-term hardship.

There would also be new co-pays for those earning more than a certain threshold. Medicaid recipients who make more than 100 percent of the federal poverty level—which is about $32,000 a year for a family of four—would need to pay an out-of-pocket cost of $35 for some services.

The bill also mandates that states conduct Medicaid eligibility redeterminations at least every six months for adults covered by the Medicaid expansion, up from the current annual check. It also reduces federal funding to states that allow undocumented people to enroll in the health care program and introduces stricter immigration checks across the board.

Speaker Mike Johnson said on Fox News Sunday: “We’re on track, working around the clock to deliver this nation-shaping legislation for the American people as soon as possible. … This really is once-in-a-generation opportunity that we have here.”

Representative Chip Roy wrote on X, formerly Twitter, following Sunday’s vote: “Tonight, after a great deal of work and engagement over the weekend, the Budget Committee advanced a reconciliation bill that lays the foundation for much needed tax relief, border security, and important spending reductions and reforms. Importantly the bill now will move Medicaid work requirements forward and reduces the availability of future subsidies under the green new scam.”

The Modern Medicaid Alliance said in a statement on May 14: “Eliminating upwards of $700 billion dollars in Medicaid funding goes far beyond targeting ‘waste, fraud and abuse’ as the impact to patients will be severe. These policies represent a fundamental dismantling of a vital safety net program that would strip health coverage away from millions of Americans; cut access to essential services like primary care and prescription medicines; and push rural hospitals and health care providers beyond the brink.”

What Happens Next

A possible vote on passage in the House of Representatives could take place later this week. It is expected to face further challenges in the Senate.
